Dear all,

in continuation of #1228, this PR renames the last remaining erroneously called "read..." predicate to "get...", namely get_line_to_chars/3.

The only currently existing use of this predicate I am aware of occurs in newscryer.pl, which I hope is the only program that needs to adapt.

Please adjust your programs if necessary, and forgive the backwards incompatible change.

This is for consistency with other I/O predicates, where "read" always
indicates Prolog terms. Please adjust your programs accordingly.
