release: prepare funasr 1.3.20

Prepare a low-risk PyPI metadata/install-guide sync release.

This bumps funasr/version.txt to 1.3.20 and adds EN/ZH README news entries stating that runtime code remains unchanged from v1.3.19 while PyPI metadata and install guidance now reflect the current docs/community integration updates.
