What does it do? Why?
Now that we are able to create test environment for backend PR, remove the code that allow to merge when the Asana ticket is not closed (was possible when ms-testers was set on the PR).
Backend PR should be merged only when the Asana ticket is closed by the ticket owner (as it is for FRONT)
