This PR adds OTel Tracing in the SDK. It uses OTel semconv for gen ai (>v1.36.0).
There are 2 ways of enabling the tracing:
-> SDK in a Workflow / App: if there is already a tracer provider set
-> SDK standalone: If no tracer provider is set but the
OTEL_EXPORTER_OTLP_ENDPOINTis set
