Translate Vale style fixes into es, fr, zh

Summary

Translates the Vale style warning fixes from #5090 into all supported languages (es, fr, zh):

• create/changelogs.mdx: Updated active-voice phrasing for the page-mode tip and RSS feed entry description across all three languages
• create/image-embeds.mdx: Capitalized "Iframes" heading to match the English sentence-case fix
• deploy/ghes.mdx: Changed future tense ("will need to be") to present tense ("needs to be") for the app re-approval note
