Add installation instructions for Eclipse IDE

What does this PR do?

This pull request updates documentation to add support and installation instructions for Eclipse IDE across the main project and the Azure MCP Server. The changes ensure that users can easily find guidance for installing and configuring Azure MCP Server in Eclipse, alongside other supported IDEs.

Eclipse IDE Support and Documentation Updates:

• Added Eclipse installation badge and link to the INSTALL section in both the root README.md and servers/Azure.Mcp.Server/README.md. [1] [2]
• Added a new section with step-by-step instructions for setting up Azure MCP Server in Eclipse IDE in servers/Azure.Mcp.Server/README.md.
• Updated the configuration matrix to include Eclipse IDE, with a link to official Eclipse MCP documentation in servers/Azure.Mcp.Server/README.md.
