This PR adds support for AArch64 to the Linux userland platform. It ports most stuffs that the x64 Linux userland platform provides to AArch64, while enabling anchor-based guest/host TLS transition. To support rt_sigreturn, it synthesizes and uses a kernel-compatible ResumeFrame.

Implements the guest/host transition against the rewriter's gate ABI, keeping
`TPIDR_EL0` as the host TLS anchor. Interrupts, exceptions and `rt_sigreturn`
resumes synthesize a kernel-compatible frame so all 31 GPRs, `PC` and
sanitized `PSTATE` are restored atomically, and a signal taken inside a gate is
canonicalized to valid guest state rather than exposing host scratch values.
Also adds AArch64 signal handling and seccomp, and the crate to the AArch64 CI
job. Running a guest additionally needs the shim. FP/SIMD preservation is out
of scope.
