NOTES
- Due to #8835 sovereign clouds still cannot use the Power Platform for Admin V2 connector. This limits their ability to escalate the user but there is nothing to be done about that until the PG finishes that work (which they are actively doing)
- As a result and since we had to generate a Sept build anyway we decided to generate a version of Core without the connector included.
- This release contains only that, the Core (and unmanaged Core) for sovereign cloud with the Power Platform for Admin V2 connector and its references removed.
