Users frequently ask whether Power Apps Premium license can be removed from the service account post-installation, keeping only Power Automate Premium. The answer is no, but this wasn't documented in the repository.

Changes

  • Created docs/LICENSING-FAQ.md: Comprehensive FAQ addressing:

    • Service account license requirements (both Power Apps Premium and Power Automate Premium required permanently)
    • Why both licenses remain mandatory post-installation (interdependencies, upgrades, Microsoft support)
    • Per Flow vs Per User licensing options
    • End user license requirements (consumers don't need Premium)
  • Updated README.md: Added reference to licensing FAQ in "Asking and Answering Questions" section

Key Information

The service account requires both Power Apps Premium and Power Automate Premium licenses throughout the CoE Starter Kit lifecycle. Removing Power Apps Premium breaks functionality and is unsupported by Microsoft.

End users consuming CoE apps only need Power Apps for Microsoft 365 (included with M365), not Premium licenses.

What is your question?

Hello,

I wonder if it's possible to have only power automate premium license on our service account once CoE is installed ?

The article mention both :
https://learn.microsoft.com/fr-fr/power-platform/guidance/coe/setup#which-identity-should-i-use-to-install-the-coe-starter-kit

Our users have their own licences power apps premium for executing CoE applications so I want to be sure I can remove power apps premium license to the service account and let only power automate premium for flows executions. Is this possible or there are other reasons CoE service account licence must have power apps premium license all time?

Thanks so much
