Mark python 3.13 as supported and test / type check with it

• Add 3.13 to CI
• Add markers for 3.13
• Can we find a clean way to ensure that connections to db are always closed? Tracked as Unclosed database warnings in tests #6584

Requires pr to bump pywin32 to be merged

Still missing release with support for 3.13 for
(could be disabled)

• Pyarrow Bump pyarrow from 17.0.0 to 18.0.0 #6569
• zhinst-core Bump the zhinst group with 3 updates #6582

Other issues

• Docs don't build. Tracked in Enable building of docs using 3.13 #6585
