Include a LICENSE file to make it easier for corporate legal to adhere to the requirements of the license.
No API changes, only added LICENSE file.

Corporate legal was unsatisfied with the license only being found package.json and not directly accessible in full from the repository. This pull request adds the license-file and updates the patch-level of the package version.
