Now that AWS Amplify support has finally been added to the AWS Provider, this upgrades the module to support the latest resource specifications.
Upgrades module to use context.tf pattern from https://github.com/cloudposse/terraform-null-label
Upgrades version pin to enforce 0.14 and above

Upgrades pre-commit-terraform version
