update to GENie version 1181
default to Visual Studio 2022 instead of 2019
enable MSVC standards conformant preprocessor and compiler
default MSVC to UTF-8 source/execution text encoding
local GENie fix for resource directory issue
in sum these changes allow current MSVC to build most of MAME (still requires NOWERROR=1)
