[wip] GeoJSON API for JIS X 0410

Usage

• to get GeoJSON for the grid code 5340, access http://madefor.github.io/0410/api/v1/5340.geojson .
• In addition, https://github.com/madefor/0410/blob/gh-pages/api/v1/5340.geojson will show the grid on the map by GitHub.
