Adds unit tests to ensure correct roundtrip of v1 serialization -> v2 deserialization
Also ran on testnet to verify:
- Old miner w/ new vali
- New miner w/ new vali
- New miner w/ old vali

This can't be submitted until bittensor 7.0.0 is out
