This change lowers AtenSoftmaxIntOp in torch dialect to SoftmaxOp in linalg dialect. If aten.softmax.int is passed as legal op in DecomposeComplexOps pass, it needs to be lowered to linalg dialect for linalg-on-tensors pipeline.
