Support for Liquibase 4.28.0.

The 4.28.0.1 release patches this vulnerability https://avd.aquasec.com/nvd/2024/cve-2024-24790/ identified in Go version 1.22.0 which was used in Liquibase Package Manager. Please note that while the version of Go used to build LPM had the CVE, LPM doesn’t use any of the affected methods. However, we are choosing to upgrade to a version of Go where this vulnerability has been addressed.
