Add smart-log command to retrieve SMART/Health log with vendor-specific
OLEC and IPM fields. Add id-ctrl command to display Identify Controller
with vendor-specific PMS, IPMSR, and MSMT fields.

Please also consider to update the documentation and the bash/zsh tab completion. Thanks!

And from the build logs, you need to rebase it to the current master, there were some changes in the command line parser API.

Replaced OPT_ARGS with NVME_ARGS so that the new commands also support the global command line options.
