made a PSP folder for confirmed new Ys Seven cheat

I wanted to upload my new confirmed Ys Seven cheat codes (made by me within RA) for PSP, so I made the folder too.

I can confirm this cht works for PPSSPP core in RetroArch, just like any other cht file, although I'm seeing mixed information about cheat compatibility.

I don't know how .cht files get processed or served exactly, but I'm assuming my new folder/file can:

• Automatically get pulled in to the to-server process if there is one
• Safely get ignored if there's a to-server process that would need an update to grab the new PSP folder, if nobody updates it (no problem!)
• Sit there on GitHub as a manual file for anybody who looks up RA PSP cheats here, even if it's not part of automatic downloads in RA.
