Adds documentation for the mGBA Splitscreen core, proposed for libretro-super in libretro/libretro-super#2127 (which carries the dist/info file and the build recipes).

  • docs/library/mgba_splitscreen.md — core page following the annotated core template: background, the two link modes (same-cartridge via the Players-per-ROM core option; per-player ROMs via the gba_link_2p/3p/4p subsystems), requirements (optional gba_bios.bin), and the core options with their exact in-core labels.
  • docs/guides/core-list.md — one table row next to the mGBA entry.

The core runs 2–4 linked GBA instances in one libretro core over mGBA's lockstep link driver; sources: https://github.com/Spuds0588/mgba-splitscreen (public, MPL-2.0, fork of upstream mGBA).

Push fs-link-loosen-timing and fast-forward master to 0cba705 (recipes pin
master). libretro-super PR carries dist/info/mgba_splitscreen_libretro.info and
CMAKE recipe lines in the 15 platform recipe files that have CMAKE precedent,
built with the exact CI flag combo (fresh-tree verified before shipping).
libretro/docs PR adds the core page and core-list row. GitLab mirror ask is
drafted in RETROARCH_CORE.md for a human to post in Discord #programming.

Updated this PR to match the current core (commit 03542ec): the View layout option now applies live (no restart) and covers grid / speaker / focus / overlay with per-viewer focus — each netplay client can pick their own view and focused player. The value list adapts to the session size (Quadrants with 3–4 players, 1-wide grids with 2 only), and a new Player outlines & badges option draws a colored border + P-number tag per screen, matching the companion app.
