Implementing libp2p/specs#700 and libp2p/specs#701

  • Add a max multistream-select version in Identify message
  • If the peer's max version is at least 2, use protocol ID abbreviation when opening a stream (aka multistream-select v2)
  • If not, use the old multistream-select v1 when opening a stream
