use gingko timeout for containerd-serial-kubetest

We were hitting a timeout for this job because we forgot the ginko.timeout flag in the test-arg. This will fix that.

• key sig-node-presubmit.yaml using file config/jobs/kubernetes/sig-node/sig-node-presubmit.yaml
