hack,manifests: Move non-generated file out of manifests/deploy

Other scripts override the DEPLOY_MANIFESTS_DIR since the content is
auto-generated, so move the non-generated file so it can be referenced
when DEPLOY_MANIFESTS_DIR is overriden.
