ubuntu:latest moved to an unreleased dev codename ("resolute") whose
OpenSSL drags in libjitterentropy and a non-PIC libz.a, breaking the
SHARED libonnxruntime_server.so link with -DOPENSSL_USE_STATIC_LIBS=ON.
Pin both build and target stages to the LTS tag (ubuntu:24.04) to keep
release builds reproducible. The CUDA dockerfiles already pin to
specific nvidia/cuda:*-ubuntu24.04 tags and are unaffected.
