Upgrade Sphinx to 2.2 and Python to 3. Refs. #355.

  • Remove unnecessary files.
  • Fix extensions to work with latest Sphinx and Python.
  • Update man page task.
  • Update Dockerfile.
  • Update README.

NOTE:

  • sphinxcontrib.rubydomain does not work with latest Sphinx. So, I will fix this and add this to exts.
