Fix step outputs not found issue

When I use environment and url, it will say url is invalid with blank.
Then I found I can't really get outputs from action step.

I fixed it by 3 change:

• add value properties for composite action with outputs value from run, can ref docs
• change parameter from env to outputs
• change regexp pattern to get value more accurate

Sorry for the late reply! Have you had a chance to test this PR on your end ?
It looks good to me but can't say for certain, if you've tested it we can merge it and release a new major version
