add javascript:prettier and javascript:husky generators.

This PR migrates init/generate-blueprint to new generators, jhipster applications should follow.
Each technology has it's own implementation details, split to make easier to maintain.

Prettier:

• Works best at the root of the repository.
• .prettierignore only works at the root of the repository
• .prettierrc works in any subdirectory.

Husky:

• Requires git and only works at the root of the repository.
