Fix Bitbucket PR Creation URL in Service Definition

When we try to create a PR in Bitbucket Cloud we get this error:

The ampersand (&) character is not allowed. The & operator is reserved for future use;
quotation marks ( "&" ) to pass it as part of a string.

Verified by creating a build artifact locally and making sure that the o hotkey from lazygit reaches the PR (creation) page without the previous error, as it should have been
