chore(publish) switch azcopy to rsync tasks #155

Related to jenkins-infra/helpdesk#4402 (comment)

This PR removes all azcopy publication tasks and replace them by rsync.

Note: it also remove the "delete" of remote files in the case of content (for mirrorbits) which could create hiccups in some cases

Putting as draft, while replaying a build on trusted.ci to test

Replays shows the new rsync hostname is not resolved nor routable: need to do a bit of network

Replayed with the script from 5bed22a worked.

https://updates.jenkins.io/updates/ has been populated (NFS PVC) with success.
