Cyberduck CLI Windows Arm64

[AliveDevil]

First phase of getting Cyberduck to Arm64, includes Cyberduck CLI for Arm64.
Includes NuGet packaging of all Cyberduck dependencies into Maven/Local Build, thus Visual Studio/MSBuild is performing full dependency graph validation.

Installer isn't buildable in Visual Studio - it doesn't understand "Publish=true" or "Platforms=arm64;x64"
