- Update README.md and setup/README.md to refer the reader to the stratum-deps repository. Note that that the 'setup' directory is still available, but no longer current. - Revise the DPDK, ES2K, and Tofino setup guides. Signed-off-by: Derek G Foster <[email protected]>

This PR transfers responsibility for the Stratum dependencies to the stratum-deps repository.
