chore(deps): update ionic-docs to React 19 and other dependencies

• This PR updates ionic-docs to React 19

  • Included the fix of an unresolved link to ionic-webview page and setting docusaurus dependencies to exactly version 3.7.0 for compatibility reasons

• Adds support for Windows users to run docs locally

• Bumps some other dependencies
