This PR addresses #1215 by adding documentation regarding maintainability and scalability strategies when building uss_qualifier test configurations. It also slightly adjusts the utm_implementation_us CI configuration to address one request in that Issue not already addressed in the CI configuration (admin-defined per-configuration allow-list of participants).
