[CI] Automate increase of version in VERSION file

This probably looks like a tool that takes input of what kind of version number increase we want (major, minor, patch, prerelease) and creates a PR with the change.

This will allow us to create a workflow_dispatch github action workflow for this update, which should be the minimum automated milestone effort this should reach.
