This PR updates the protocol to include info about the
X-Inertia-Partial-Exceptheader.The main update corrects an outdated statement regarding partial reload requests. Since Inertia 1.3, the request headers have changed - while
X-Inertia-Partial-Componentis always included,X-Inertia-Partial-Datais now optional.
