Entails adding some sub-permissions to existing permissions in the package file. Also, add (for now) Niels-Erik's permission-setting script. We need this to create and set the relevant mod-settings permissions, until the new version of mod-harvester-admin is deployed — see indexdata/mod-harvester-admin#124 Fixes UIHAADM-136.
