Create and Publish Reference Documentation

Following the features outline in #2, we need to create reference documentation for each available command and its options/arguments. The documentation should follow a similar standards (format, style, tone, etc.) to other Altis modules docs. The public version should be published on the Altis website.

Acceptance critera

• Written reference documentation for all available commands
• Published on the Altis website
