What does this PR do?

This pull request adds the .github folder with issue and pull request templates as requested in the raised issue.

Summary

This PR adds standardized templates for reporting issues and creating pull requests for uniformity.

Description of Changes

  • Added .github folder to the repository root directory.
  • Added ISSUE_TEMPLATE subfolder and PULL_REQUEST_TEMPLATE.md.
  • Added bug_report.md and feature_request.md files to the ISSUE_TEMPLATE folder.

Additional Information

The inclusion of these templates will provide clear guidelines for contributors when reporting issues and creating pull requests, making it easier for both contributors and maintainers to understand and address contributions promptly.
