Allows an application to force the servicing of the reboot watchdog to allow for the application to be ended without waiting for the watchdog wait timer to expire. This is useful for applications that may need to successfully shutdown quickly.

Added support for force servicing the reboot watchdog allowing for applications to shutdown expectantly before the service timer expires.
