shield: stop converting Private-* dynos to Shield-* dynos

This stops the cosmetic change of Private-* dynos to Shield-* dynos for
Shield Private Spaces. When Api begins sending the actual Shield dyno
types then this cosmetic switcheroo will no longer be necessary.
