Remove Python 3.9 as use of the | operator for type annotations is not supported in versions of Python before 3.10.
newbyteorder method was removed in NumPy 2.0. To achieve the same result, used
arr = arr.view(arr.dtype.newbyteorder('=')).byteswap()
