RPC-456 adding two versions of request handler, one that has json validation and another that does not

Overview

• After further discussion the decision was made to create two priority fee handlers, one that parses the values and another that does not. The router will then be used to send data to strict handler first and if strict fails than the normal will be used and log will be sent to dd for evaluation.

Testing

• Reenabled the unit tests as well as tested with curl
