I recently enabled this in #37813, but then discovered more issues with ephemeral values in stacks which I documented in #37822.
The current behaviour is now more confusing than the previous behaviour. You still can't really use ephemeral outputs, but now the errors report issues within Terraform. Previously, the error was just you can't do this. I think that is a preferable error while we work out how to enable everything properly.
