Upgrade seafile-server to Libevhtp version 1.2.16

These patches are the current patch set used on FreeBSD. It adds dependencies to seafile-server for libevhtp and oniguruma. It also fixes all build errors and warnings for libevhtp version 1.2.12-1+. The min version is set to 1.2.16 because between 1.2.10-1.2.15 had issues due to a commit that assumed libevent would automatically enable EV_WRITE. Hello Trolli, Don't see your comment anymore, but there should not be any evhtp_set_hook's in the source after the patch. The most up to date patches applied by FreeBSD can be found at [1].
