mdformat fix all issue templates

Fixes #452

What changes did you make?

• Enable mdformat on issue template directory.

Why did you make the changes (we will use this info to test)?

• It simplifies life for the team by standardizing how md files should be formatted.

Review suggestion

• Current templates vs. mdformat standardized templates
• Screenshot comparisons (before and after). Showing the autoformatter didn't break anything.
