flask-restx updated to use the new major version of Flask (3.0) in python-restx/flask-restx#577, so this PR checks to see if that works.
Flask v3.0 also drops support for Python 3.7 because it passed end of life earlier this year. Therefore, this PR also drops Python 3.7 as the minimum python version in favor of Python 3.8
