Hack for fixing sequential semantics "fast forwarding" bug #285

See #284

Previously, we only returned the new state generated by the semantics
function, which meant we dropped any state that came in to the function.

No longer relevant as the "fast forwarding bug" doesn't actually exist like I thought!
