I'm holding off for a moment to see if we need to backport the fix for b/479202059 (already fixed in #12450 "This also fixes a bug in GoogleCloudToProdNameResolver...") into v1.76. |

No need for the b/479202059 fix to be in 1.76.x. Moving forward with the release again. |

This obviously doesn't have the various 1.76.x PRs as part of it. After those go in I'll rebase this. The point is to get a head-start on the approval process since doing things in lock-step adds a day of delay.
