added docker file and docker-compose.yaml for automating environments with docker

Thanks for this. I just tried it locally and works great, while other docker setups I've found have always failed at build stage.
It seems to me this is missing conda though. After I installed it manually, the env got set up without issues and I was able to train a model (using my nvidia gpu!) in docker. Cheers!
