Line filter: Regex & UI updates

Since I know this will snowball, I'm gonna try to break this out into smaller bits

• Save case sensitivity to local storage: Line filter: add case sensitive line filter state to local storage #956
• Investigation: ad-hoc variables or serializing line filter value with options: Line filters: Regex support #963
• Add regex option to line filter: Line Filter: Add regex option to line filter #958
• Save regex to local storage: Line Filter: Add regex option to line filter #958
• Add (exclusion) operator selection so users can exclude by log line / by regex.
• Add the ability to add a line filter to "global" breakdown variables
• Update log panel text selection menu to include "Add as line does not include filter"
• Show previously entered line-filters for the same label set
